I am writing to urge you to adopt Advanced Clean Cars II, Advanced Clean Trucks, and Heavy-Duty Omnibus Rules by the end of 2023. By adopting these rules this year New Mexico can secure more than $44 billion in economic benefits for our state while fighting climate change.

This summer New Mexicans have been under excessive heat warnings with 100-degree-plus temps hitting much of the Southwest. These harsh and extreme temperatures are directly linked to increased emissions and human-caused climate change.

Transportation is the leading cause of planet-warming carbon emissions in the nation. And in New Mexico, there are 1.5 million cars, SUVs, and pickup trucks that travel more than 51 billion miles a year and burn more than 2.2 billion gallons of gasoline. Pollutants from these vehicles worsen air quality and harm public health in many areas across the state, often disproportionately affecting low-income and communities of color living near transportation corridors. All New Mexicans deserve to breathe healthy and clean air.

These rules will help the state bring more electric vehicles by 2035 and accelerate the transition to a clean transportation system.

In July, the Governor made a promise to adopt Advanced Clean Cars II, Advanced Clean Trucks, and Heavy-Duty Omnibus Rules by the end of 2023. A recent report from Environmental Resources Management commissioned by NRDC, Sierra Club, and Western Resource Advocates found that by saying YES to advanced clean energy vehicle standards this year would bring huge benefits to New Mexico including:

- Reductions of up to 107 million metric tons of greenhouse gas emissions;
- Over $1 billion in health benefits from reduced air quality related medical complications; 
- Over 3,000 new well-paying jobs to the state; 
- 1.4 billion in private and public investment into charging infrastructure
- $2.5 billion in savings for clean vehicle owners;
- If NM adopts ACT + HDO, by 2050 annual net societal benefits are estimated to be $444 million, including $255 million in net fleet savings. Cumulative estimated societal benefits would total $33.33 billion between 2020 and 2050

During President Biden’s recent visit to New Mexico, he spoke of the enormous economic advantages that come with investing in climate solutions. New Mexicans are hard working, resilient people who deserve the rewarding benefits that come with transitioning to a clean energy economy.

Our state officials must adopt Advanced Clean Cars II, Advanced Clean Trucks, and Heavy-Duty Omnibus Rules by the end of 2023.
